Liquid Radioactive Waste Treatment Plant (LRTP)
Construction of LRTP is financed from Nuclear Safety Account of European Bank for Reconstruction and Development (EBRD) and contribution of Ukraine.
LRTP is designed for treatment of liquid radioactive waste accumulated during operation and those generated during ChNPP decommissioning, and operational LRW of Shelter Object.
LRTP is also designed for LRW treatment during 10 years of operation. Its minimal designed capacity is 2,500 m3 of non-treated LRW per year.
LRTP consists of: • Facility for liquid radioactive waste (LRW) removal from existing storage facilities; • Facility for LRW transportation to treatment facility; • Facility for treatment and cementation of LRW with purpose of containment and immobilization.
Work progress Currently, the Liquid Radioactive Waste Treatment Plant (LRTP) is in a status of “incomplete construction”. SSE ChNPP is performing the maintenance of systems that ensure activity of the facility.
Pursuant to the decision concerning the further financing of the LRTP completion that was taken on July 2007 at the Assembly of Nuclear Safety Account donor countries, the SSE ChNPP jointly with Improving Safety PMU are performing activities on preparation and carrying out of tender procedures in accordance with the EBRD Procurement Policies and Rules.
According to LRTP General Procurement Plan all the activities required for the project completion are divided into work packages.
Package “A” – engineering and design activities on LRTP
Subcontractor – OJSC “Kyiv Research and Design Institute “ENERGOPROEKT” (Ukraine)
Task À-3 – Development of work documentation on additional modifications (95% completed), and approval of design decisions are underway
Package “B” – procurement, supply, installation, pre-commissioning activities and commissioning
Task “Â1 – Â6” – Completion of supply, installation activities and LRTP facility commissioning
February 24, 2010 – remarks from EBRD were received; their elimination is in process.
Task “Â7” – procurement of mass-spectrometer
October 29, 2009 – conclusion of a contract with OJSC “Lokmis” (Lithuania) on supply of an Inductively Coupled Plasma Mass-Spectrometer (MS-ICP). The output data required for D1 package formation were received. The 1st stage of work is completed, i.e. submission of technical documentation to prepare workplaces. The authorization documents giving the right to transport dual-use commodities and ionizing radiation sources were obtained. The subcontractor is performing the activities on equipment production. The Employer is carrying out the measures on preparation for the equipment supply.
Task “Â8” – Completion of activities on Reloading System (LRTP RLS)
The EBRD “non-objection” for signing of a contract between the SSE ChNPP, LLC “SK Ukrstroymontazh” and CJSC “Ukrenergomontazh” was obtained. On January 28, 2010, the setting meeting with the subcontractors (two companies) was held in order to determine primary measures required to start work performance under the contract. The contract was signed on February 09, 2010. Authorization of State Architectural Commission to perform construction activities No. 205/10 dated February 19, 2010, was obtained. The activities are being performed according to the work schedule. 70% completed.
Task “Â-9” – completion of activities on Radiation Monitoring System (RMS)
LRTP RMS conditions were surveyed, and the budget for completion of the activities on RMS was assigned. Technical specification was developed and signed by the ChNPP management. On April 30, 2010, a tender documentation draft was sent to the EBRD in order to receive “non-objection”.
Package “Ñ” – Completion of supplies, installation, and commissioning of LRTP Automated Process Control System (APCS)
“Non-objection” for tender documentation was obtained from the EBRD. On April 14, 2010, the Procurement Notice was placed at EBRD web site. The tender process is being carried out since April 15, 2010. 16 companies expressed their interests to participate in the tender. Tender participants are developing tender proposals. The answers to the participants’ questions concerning the tender documentation are being prepared. Date of tender proposals opening is June 29, 2010.
On May 25, 2010, the tender participants visited the LRTP site.
Package “D” – expert and consulting service
Package “D-1” – Laboratory – methods and procedures
Tender documentation is being developed. Development of the tender documentation on the laboratory will be completed after the assessment of technical capabilities of an inductively coupled plasma mass-spectrometer (Work package B-7).
A draft of Terms of reference was developed; its elaboration and agreement are underway.
Package “D-2” – Development of end product’s composition
On April 14, 2010, the participants’ tender proposals were received. The assessment of the received tender proposals is underway. Finishing date is June 22, 2010. The assessment is delayed due to the delay of answers from the tender participants to clarification questions.
