THE STATE SPECIALIZED ENTERPRISE “CHERNOBYL NUCLEAR POWER PLANT” | | |
The State Specialized Enterprise “Chernobyl NPP” (SSE ChNPP) is the enterprise on power plants units decommissioning and Shelter Object transformation into environmentally safe system. SSE ChNPP is created on the base of Chernobyl NPP according to the Decree of President of Ukraine ¹ 1084/2000 dated 25 September 2000 and Decree of the Cabinet of Ministers of Ukraine ¹ 399 dated 25 April 2001.
Chernobyl NPP is the operating organization (operator) of nuclear installations of this NPP at the stage of their decommissioning and overcoming beyond designed accident consequences and of the facilities for Radioactive Wastes Management and temporary storages according to the legislation of Ukraine.
The main tasks of Chernobyl NPP are the following: • Ensuring of safety nuclear installations operation, facilities for radioactive wastes management and other equipment of this NPP; • Safe decommissioning of Chernobyl NPP Units 1, 2, 3 and nuclear power plants of Ukraine; • Shelter Object transformation into ecological safe system; • Safety ensuring during management of radioactive wastes accumulated at the site of this NPP and Exclusion zone of Chernobyl NPP and also wastes generating during decommissioning and Shelter Object transformation into ecological safe system; • Safety ensuring during Chernobyl NPP’s spent nuclear fuel management; • Construction and operation of infrastructure facilities necessary for Chernobyl NPP decommissioning and Shelter Object transformation into ecological safe system; • Personnel training and skills improvement; • Environmental monitoring in zone of Chernobyl NPP location; • Technologies development, accumulation and use of scientific and technical experience related to decommissioning of nuclear installations, overcoming of beyond designed accident consequences and construction and use of storage facilities for radioactive waste temporary and long term storage; • Organization, coordination and implementation of scientific-applied researches, introduction of scientific technical and other developments, making contacts with scientific institutions, including foreign ones; • Participation in the works coordination and implementation within the international projects related to decommissioning of Chernobyl NPP and Shelter Object transformation into environmentally safe system.

About Interdepartmental Group on activity coordination of regulating bodies during licensing for work performance at Shelter Object and on ChNPP decommissioning

On October 26, 2009, State Nuclear Regulating Body held the meeting of Interdepartmental Working Group on activity coordination of regulating bodies during licensing for work performance at Shelter Object and on ChNPP decommissioning (IWGRB).
Representatives from State Nuclear Regulating Body, Ministry of Emergencies, Ministry of Regional Construction, Ministry of Health, Ministry of Environment, The State Committee of Health and Safety at Work, State Fire Safety Body, State Construction Expertise Body of Ukraine, SSE ChNPP, Novarka company, EBRD, as well as representatives from organizations of technical support of regulating and supervising bodies participated in the meeting.
During the meeting, there were discussed issues relating to design and implementation of project of the first start-up complex of New Safe Confinement (SC-1 NSC), observance of Ukrainian Legislation during designing SC-1 NSC, performance of scientific-technical support program during designing SC-1 NSC, and NSC documentation review by regulating bodies under State Nuclear Regulating Body coordination.
Taking into account that SC-1 NSC designing has been actively started, meeting participants confirmed the necessity in further coordinating actions of all stakeholders as for considering all design materials, observance of established terms for SC-1 NSC documentation review, improvement of approaches to performance of scientific-technical support programs during SC-1 NSC designing, involvement to work of technical support organizations, having the experience in expert assessing of SIP documents under corresponding safety areas.
About inspection of condition and safety of work performance at Shelter Object

Since October 27 till October 30, 2009, State Nuclear Regulating Body of Ukraine performed planned inspection of condition and safety of work performance within Shelter Implementation Plan (SIP).
During inspection there was examined condition and assurance of radiation protection during work performance on preparation of site for construction of New Safe Confinement of Shelter Object (NSC), assembly of Fire Protection System of Shelter Object (FPS), and Integrated Automated Control System (IACS), as well as performance of provided functions by liquid radioactive waste gathering and removal system of Shelter Object.
The commission stated that work performance is carried out in accordance with approved design-technological documentation and with decisions on radiation safety.
At the same time, some disadvantages in SSE ChNPP activity were revealed, which, particularly, are concerned with operation of site for temporary storage of process materials (PM). An order is prepared under examination results.

 | IAEA Expert Mission “Creation of ChNPP Process Management System” - by Information Department

IAEA Mission “Creation of ChNPP Process Management System” has been started on October 27 at the Training Center in Slavutich within Technical Cooperation Project. As Mr. Majola, IAEA representative, said in his welcome speech the following: “The creation of process management system is a pledge of successful development of modern enterprise. IAEA experts during the years cooperate in this area with Chernobyl NPP personnel. Actively mastering process management system, the plant management moves towards progressing”, emphasized Mr. Majola.
During the first day of the mission, participants listened to and discussed a number of presentations on Chernobyl NPP decommissioning strategy, decommissioning progress and application of process approach in personnel management system. IAEA experts familiarized participants with international experience in development and implementation of process approach at energy enterprises. During discussions, the experts shared own experience with participants, told about typical problems arising during implementing process approach and ways of their solving, and gave practical examples. The experts stressed that for successful implementation of process approach personnel support is required, as well as their understanding of all benefits from management system modifications.
The mission agenda is for four days, during which different presentations, visit of Chernobyl NPP site and familiarization with activity of Quality Management and Standardization Department, discussions of further prospects of cooperation in this area are planned.

October 20 in Kiev on the basis of KIEP within the framework IAEA mission there was started three-day workshop on ChNPP cooling-pond (intake basin) decommissioning. As it was mentioned earlier this mission was requested by Chernobyl NPP, and leading experts from USA, France, IAEA, having experience of managing radioactively contaminated ecosystems, participated in this mission.
Alexander Antropov, the manager of programs and projects on this issue, informed those present on the necessity and possibility of this technical pond decommissioning. As Mr. Antropov emphasized that he and his colleagues hoped that in the course of this mission they would be able to obtain answers to problem questions needed to be solved in the immediate future: — There is no reason to plan that the cooling-pond problem will be “resolved itself somehow”. First of all continuation of this cooling-pond operation economically is absolutely inexpedient: after units shutting down there is no any technological necessity in it, and operating costs are considerable.
Besides, as Alexander Antropov noted, existence of the cooling-pond is the reason for significant raising of subsoil waters level in the area of ChNPP industrial site, that is the additional complicative factor when implementing some projects on ChNPP decommissioning and transformation of the Object “Shelter” into ecologically safe system.
During the first day of workshop holding the participants discussed presentation reports on history and current state of cooling-pond contamination and adjacent territory, environmental impact, bottom sediment contamination, forecasting of ecosystem transformation in the process of cooling-pond elimination, experience of radioactively contaminated cooling-ponds rehabilitation accumulated by world practice and etc. The manager of IAEA project, specialist in remediation Horst Monken Fernandes, IAEA experts – radiologist, specialist on ecosystem forecasting, professor Tom Hiiton (France), specialist in the area of hydrogeological modeling and restoration, official of Livemorsk national laboratory Boris Faibishenko (USA), specialist on management of radioactive water systems doctor James Smith (Great Britain), specialist in the area of physical and chemical transformation in water ecosystems Aleksey Konoplev, professor of Washington State University Yasu Onishi (USA), - representatives of SNRCU, Ministry of Health, EM, scientific-research institutes, laboratories and centers of Ukraine participated in this workshop.
Today, October 21, workshop participants continued their work at ChNPP site, where they directly became acquainted with the object that became the issue of such serious scientific-practical discussion, and as well as, they visited other facilities of the plant, including Observation Pavilion of the Object “Shelter” where they were provided information on stabilization activities recently performed at the Object “Shelter” and New Safe Confinement construction project.
Tomorrow, October 22, within the framework of the last day of current IAEA mission, discussions are expected to be conducted on the subject being discussed. As a result of mission work there will be worked out IAEA recommendations related to ChNPP cooling-pond decommissioning problems.

 | Grant Agreement signed - by Information Department

On February 16, European Bank for Reconstruction and Development and State Specialized Enterprise “Chernobyl NPP” signed ceremonially Grant Agreement at the Cabinet of Ministers of Ukraine.
Mr. Thomas Mirov, President of EBRD, Ms. Yulia Timoshenko, Prime-Minister of Ukraine, and Mr. Igor Gramotkin, General Director of Chernobyl NPP, signed the document.
The European Bank for Reconstruction and Development has assigned grant to Ukraine in the amount of ˆ 135 million for constructing New Safe Confinement at Chernobyl NPP and Interim Storage Facility-2. This is the largest grant in EBRD history; the means are assigned from the Bank’s profit. Mr. Thomas Mirov, the EBRD President, has mentioned that Ukraine and EBRD cooperate for a long time and productively, allowing assistance for Ukraine in the amount of about ˆ 4 billion for the last years. The EBRD President considers that “Grant Agreement should assist in successful construction of New Safe Confinement”. According to his words, it is early to speak about specific final terms of construction. “Till 2012 we would like to have specific results on ChNPP site, as we think that 2012 would be very important for Ukraine”, Mr. Thomas Mirov says.
Mr. Vladimir Shandra, Minister of the Ministry of Emergency Situations of Ukraine, reported that designing works would be completed in summer 2009, and construction of sarcophagus over destroyed ChNPP Unit 4 would be initiated. According to the Minister’s words, ˆ 77 million would be assigned for construction of Interim Spent Nuclear Fuel Storage Facility (ISF-2), and ˆ 58 million – directly for construction of the Shelter. Mr. Shandra expressed hope that the Grant would help to complete activities on Chernobyl NPP decommissioning and Shelter transformation into ecologically safe system. He mentioned that New Safe Confinement is unique one, as such facility was not constructed ever and wherever. On Mr. Shandra’s opinion, Europe fully understands the significance of due completion of the facility construction, because this is security guarantee not only for Ukrainians, but also for whole European community.
